Alors que La Nouvelle-Orléans célèbre mardi gras, un quartier-maître est retrouvé poignardé en marge d'un carnaval. La découverte d'une grande quantité de gaz anesthésiant dans son véhicule fait craindre aux agents du NCIS une attaque à venir. Comme chaque année à cette période, Pride rend visite à son père en prison.
